Emerald River Maine announces the purchase of the 1.26 acre parcel of land at 1240 Lisbon Street in Lewiston, Maine. This lot, currently vacant, was the location of one of the first McDonald’s in the state of Maine, fifty years ago. McDonald’s ceased operations at this address in favor of another location on the same street, approximately a decade ago. The parcel has remained unused since that time.
Emerald River Maine proposes to build and operate an adult-use cannabis retail store, of approximately 3000 square feet in size, at the site. The company has evaluated the property thoroughly to ensure that it will be in compliance with all Lewiston zoning, setback, and regulation requirements for the proposed adult-use marijuana retail store. Emerald River Maine filed a marijuana store permit application with Lewiston’s City Clerk’s office on August 28, 2020. The company looks forward to working with City Hall, especially the Planning and Code Enforcement office, to ensure that all of the proper permits are obtained, notably a Building Development permit, along with electrical, plumbing, and sign permits.
Emerald River of Maine LLC applied for a Conditional License for a cannabis adult-use store with the Maine Office of Marijuana Policy on May 12, 2020, and was granted a Conditional License, ID AMS398, on August 28, 2020.
“When I first contacted Lewiston’s Planning and Code Office at City Hall, I told them that it was important for us, that when we enter a community, we want to enhance that community,” said Matt Taggart, Emerald River of Maine’s president. “It’s important for us to be responsible community partners with our neighbors and our city. Now that we’ve found our location, we look forward to building a welcoming store, and delivering a branded shopping experience.”

Emerald River Androscoggin Holdings LLC is the purchaser of the property, and is in the process of designing and financing a retail store to be built on the site. The company will lease the building to Emerald River of Maine LLC, to operate an adult-use cannabis retail store on the premises.
Both Emerald River of Maine LLC, and Emerald River Androscoggin Holdings LLC, are a joint venture of Matthew Taggart, Morriss Partee, and Matthew Moriarty. All three applied for, and received, Maine Office of Marijuana Policy Individual Identification Cards in the first quarter of 2020, after a background review.
Matthew Taggart, a resident of Shapleigh, is Emerald River of Maine’s president. Matt graduated from the Isenberg School of Management, University of Massachusetts, Amherst. These products have helped many thousands of credit union members across the country learn how to better their financial situation. Matt has helped credit union executives develop their brand strategy, and has delivered brand experience training for credit union employees in numerous states. Matt was a key leader of EverythingCU’s two national Branding Events, held in Portland, OR, and Baltimore, MD. Matt is also an award-winning and published author. Matt has lived in Shapleigh for four years with his wife, Megan, and son, Gavin.
Morriss Partee is the founder of Emerald River of Maine LLC as well as Emerald River LLC, a Massachusetts-based company which has applied for several adult-use cannabis licenses. Coming from a design and marketing background, in 1999, Morriss launched EverythingCU.com, a web site connecting thousands of credit union professionals. Notable innovations that Morriss pioneered at EverythingCU.com include web seminars, online switch kits, and national branding events. His entrepreneurial experience and acquired knowledge of the cannabis industry sets the table for the launch of a world-class cannabis retail store for the residents of Maine and eventually Massachusetts. He is leading the Emerald River team, and navigating the application and permitting processes to ensure compliance at all times.
Matthew Moriarty is an entrepreneur with experience in purchasing, revitalizing, selling, and renting properties. As a lifelong resident of Holyoke, Mass., Mr. Moriarty owns several rental properties in the area, managing their day-to-day operation. Prior to that, he was employed by Valley Communications in the Security/Computer Networking department. Matt looks forward to using his technical and financial skills to help Emerald River become a premier cannabis retailer in Massachusetts and Maine, and will be assisting in the retail store build-out.
